"Windows 10 restart problems caused by Win 10 update"

After a recent windows update, my Dell Desktop computer hangs on boot when it gets to the screen with the blue window and there is usually a small circle of dots that move during the the restart process. The circle is not there and the computer is stuck at the blue window. If I re boot several times , it goes thru a repair process which gets me back to the normal boot up. I believe this is caused by a corrupt boot file during the update. I know there is a way to repair this by jumping thru several hoops and deleting all the files in the last windows update. I have been avoiding this by going into settings , windows update and windows update options and change the date for the next restart to the longest available choice which is about 7 days. Is there a way to change the registry where I can change the 7 days to NEVER? I have a lenovo laptop which has a dual boot option and I am now using windows 7 only on that computer. I am on the verge of removing windows 10 entirely and re-installing Windows 7 ( it is too late for a roll back). I am sick and tired of problems caused by Windows 10 updates. I know support for windows 7 will run out in a couple of years.
GOOD, the less microsoft support the better. I am even considering getting a MAC computer , but they also have update problems.

> recent windows update

How recent?

> my Dell Desktop

Specs?
AMD CPU?

What A/V are you using?

> stuck at the blue window

Is that an actual BSOD, & if so, is there an error code presented?

(At first, I was thinking the Windows meltdown/spectre "fixes" were affecting some AMD CPU's, but I think that is only on Win7, not Win10.

Likewise, some A/V were also causing issues - requiring an A/V update.)

I believe it was 9 Dec update. CPU is 60G AMD Athlon 64x2 dual core 5000+
Windows 10 PRO version 1709
video is AMD radeon HD5450 . Microsoft reports that some customers with AMD devices getting into unbootable state also problems caused by KB4054517 and KB 4073707 for AMD devices. Microsoft says they are working on the problem,

I bought a new Dell on Jan 3, and YUP, after the jan 9 update, it slowed way down, browser hung, screen flashed! As it is 2 weeks old, I went right to dell support who went in and fixed it.
