Speaking of UPS units, what does the VA mean ? Voltage-Amps? And what is the significance of it related to backup units.

The VA rating is the maximum number of Volts x Amps a unit can deliver. Here is a calculator to determine what rating you need.

Also i seem to recall during my study for the A+ certification that there are two main types; a standby and an on-line.

Seems like most the garden variety (sold at retail stores) are the stand-by. Is the on-line better? Aren't they more expensive as well?

There are three types there is also the Line Interactve UPS which is a compromise between the Standby and the On Line types.
