Well, I guess it depends on what your needs are. there are plenty of on-line hosts that can offer you limited space, some for free (if you desire more space or bandwidth then there's a charge to upgrade). There's Tripod.lycos.com - offers 20MB with one gig of bandwidth per month. There site has all the tools to create a simple website for archiving pictures or a on-line photo album for others to surf, etc... There's Fortunecity.com, angelfire.lycos.com, I could sit here all day listing them. But like I said before, it depends on your needs. I'd probably need a little more info so I can point you in the right direction, though.
EDIT: I myself have never tried any of these but I've been thinking about it because I have webspace through my ISP and it's only 10MB and I pay for it (hidden charge within my Cable bill probably). Does anyone here have any input positive or negative about the sites I've listed above? Are they decent? When they say free do they mean "free"?
I have used Tripod for about 5 years and have been quite happy with them. Their site building tools are pretty good. I started out using WebTV. They have a bunch of basic templates which can get you started. Then, as you play around with it, and see the HTML code generated by their tools, you can start to see how HTML works. That's how I learned.
They do put a banner ad at the top of each page and are now using pop-up ads too, but since I expect most people, by now are using pop-up blockers, that shouldn't be a problem, for a personal type site. For a commercial webpage, you probably would want a paid provider with your own domain name.
They do give 20 megs of storage, which, for free, is pretty good. They do not allow remote linking, so you can't store things like images for avatars, or auction sites there.
10 mb is pretty much space, to be honest. I get that amount through Verizon as a "perk" of having an account with them. You don't get a discount if you don't use the space, so you might as well take advantage.
I'm afraid I did it the hard way - wrote the pages by hand in notepad (they're VERY basic, as I used them to begin teaching myself html code) then uploaded them to my space using ws_ftple. I type 100 wpm, though, so this might not be a feasible option for everyone.

I've just started doing this myself, and am slowly learning some things.
Here are the "usual" expenses as I see them:
Domain name registration (about $35/year) - if you want and can get a specific URL like "pcqanda.com"
Web hosting - sometimes packaged with your ISP, or there are some good suggestions above.
Web editing software- like FrontPage and dozens of others. I started using a program called Coolpage (http://www.coolpage.com/?aid=v27) which is free and I've found very easy to use for a basic site. It contains the ftp software you would need, and you can import images, link to sites, etc. , etc.

Hi Steve About 2 years ago I got interested in web page design and had a friend show me a few tricks. Since then I found a program that i can write the whole Script and design the page I want and then upload it to the site of my choice. It is called "1st page 2000"and you can find it here.
There are several places where you can find tutorials online. I just did a search for webpage design, HTML tutorials, and things like that. There are also dozens of places you can get GIF images, animations, borders, and things like that. It just depends what you are wanting to create. My pages were mostly for fun. I personally have pages on Angelfire, Topcities, Geocities, and Tripod. I have a friend who has had trouble with topcities deleting his account however so be cautious.
