On web pages with a black or dark background, the I bar becomes invisible ... its because it is black. This is a problem when I try to edit my own web pages.
Now I thought it was supposed be the inverse of whatever the background colour actually was.
Two questions ...
Does anyone actually understand what I have written? 8-)

Yes, it should reverse color on a dark background and become white. I don't know why it isn't. I know of no setting for it, but there may be some obscure registry item involved.
I just tried it on my computer, and what I found is the the I-bar is the same color as the arrow pointer -- black and white. It is not related to either the background color or the text color of an HTML page.
I presume it is two-toned (black and white) for this reason. Are you using a non-standard mouse pointer set-up?

OK, put it over the blue bar at the top odf this thread, where it says "Reading Topic #...", andit should turn white, mine does. You have tioo go where the printing is to get the I Bar.
Well actually, when I have the mouse over a darkened letter, the section over the dark part looks kind of white. The part of the bar that is over a light background is black.
