""Internet Options" disabled"

Some evil site changed my homepage in IE6. No big deal, but when I click Tools/Internet Options, I get the error message "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." As per a few online articles, I tried editing a registry entry but it didn't work. I managed to change my homepage back through the Control Panel, but this annoying error message won't go away! Any help would be GREATLY appreciated.
