You may consider setting up Windows 10, and then running Windows 7 as a virtual machine through virtualbox (it is an open-source free virtualizer).

Also, many versions of Windows 10 include Hyper-V for free -- it's a Micorosoft's own virtualizer.

That said, I don't personally use either of these virtualizers.

Just a thought.
