565102, Windows explorer uncontrollably scrolls and cannot be stopped

I have just noticed this bizarre behavior on my Win 7 AMD quad core 8gig memory system.It also does the same thing in my email program, antivirus program and mouse properties. I rebooted but it still persists.Any ideas welcome. Thanks
