I finally called HP for support and I must say even though the printer was out of warranty they were willing to fix it without charge. Nice but they were unable to fix the problem after many hours and decided it was Windows 10. They did just about everything imaginable to fix it. I had already checked out Windows 10 and knew that wasn't the likely culprit. I decided to hunt down everything HP and destroy it again. This time besides Program Data, Application Data, Local I checked out Program files and found entries in Program Files and Program Files (x86). There wasn't much left in there but I deleted them anyway, restarted and tried the install again for one last time.
